Eagles are scavengers and will respond to baiting.In fact Ben Franklin wanted our national symbol to be a turkey because the eagle "was of bad moral character".
Baiting eagles is against the law as was pointed out by Tony. But in addition I think feeding wild animals is morally wrong and has been proven to be bad for the animals in our national parks.
Eagles were taken off the Endangered species list last year but are still protected by the Bald and Golden Eagle Act.
